New Apple Watch series 2 won’t pair with iPhone 7 plus

I got a new series 2 Nike Apple Watch to replace one my toddler smashed. I unpaired the old watch and have tried to pair the new watch with no luck. I have updated my iPhone to the latest IOS (as at 31/5/20), I have restarted the phone and watch, I have tried manually pairing.

when manually pairing I don’t get a 6 digit code, so I use a code through settings/password security/get verification code. This doesn’t work either. It just gives the screen that says the phone is now unpairing the watch and then it goes to the pair your phone screen.

I am at the end of my tether with this!

any ideas?
