Mojave mail - this message contains attachments that are still being loaded

I just found that any time I attached a vcard or documentation and tried to send it I got this message whether it be a tiny file or a larger 25 mb file. I can send vcards by sharing but I want to be able to attach docs and send. I tried attaching then typing the recipient but to no avail. Running Mojave on a machine for last 2 years. Any suggestions? Tried restarting no luck.

I did reply to an email that I'm suspicious of in retrospect but that is the only thing different I can think of.

thanks for any advice

Old problem, new problem, what changed?

How about if you zip the attachment(?). Control click>Compress

Add attachments to emails in Mail on Mac - Apple Support

To trouble shoot further you can:

—Try a SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. Login and test.
