apple tv generation 4 keeps resetting (nothing works)

My apple tv, generation 4 keeps resetting.

Model: A1625 (32 GB) 4th Generation

Here is everything I did to troubleshoot it:

• Changed HDMI cords (even bought a brand new one)
• Changed TVs
• Restore through settings > general > reset > restore on the device
• Got a c-cable, reset and updated(restoring) manually through iTunes
• Gave the apple tv plenty of space to breathe (doesn't feel like its overheating)
• Classic turn it off then on again

I'm unsure what to do next. Everyday I check to see if an apple store is open and none have available openings, not a single one in the state of Oregon or even nearby in Washington. I'm really not trying to mail it in and get my device back in god knows how long. Nearly $200 down the drain, which is hard to bite as a student who just lost their job. Do I just buy a new one and eat the money?
