I just picked up a new 11 at the apple store and they had be erase my old phone before the new one was backed up, but I had backed it up last night. Anyway, they would not let me stay in the store to use their wifi and they no longer help you set it up. Once I was able to stop at a restaurant with wifi, it failed while backing up and now I have none of my files, photos, app, nada! Help

Might you instead be trying to restore an iCloud backup made on the old iPhone to your new iPhone?
