Changing default folder for iTunes media doesn't work

I've tried to change the default folder for iTunes media multiple times. But every time I start up iTunes again, the default folder is changed back to C:\Users\......\Music\iTunes\iTunes Media again. Anyone know how to change the folder permanently?

Windows, Windows 10

There is a bug in recent builds of iTunes that prevents this preference from being saved correctly. See Make a split library portable - Apple Community and arrange the library in a portable layout at your chosen path. E.g. if you want the library on your D: drive you should place the library files inside D:\iTunes and the media folder at D:\iTunes\iTunes Media as this layout isn't affected by the bug.

I've tried to move the library files from the C-drive to my external drive and after that, delete the original Library files. But iTunes automatically creates a music/iTunes folder again and the issue remains. So that didn't work. I looked further on the internet and found this solution which seems to work so far:

Hold Shift button and start up iTunes. iTunes will ask to determine a new default folder for the library. Meanwhile I found out it's the best to choose for 'create new library'. The other options don't work. A window of Explorer appears and from there you can create a new folder in, for example on the external drive which can be named as 'iTunes'.

Read the link. If you've already copied the default iTunes folder from C:\Users\<User>\Music\iTunes to D:\iTunes then you can shift-start-itunes and choose the library file D:\iTunes\iTunes Library.itl without having to create a new library and in consequence lose playlists, ratings, date added, etc. Other steps might be required to consolidate the media into the new media folder.

iTunes didn't allow me to choose the moved library file. The 'next' or 'open' button is inactive or doesn't work. Maybe I forgot to copy important files, but from this point there was no other option than to create a new folder. In older versions of iTunes, without this bug, iTunes worked fine with a new created folder on my external drive.. even with another name (not necessarily 'iTunes' since iTunes creates it's own folder automatically).

And honestly, I don't need the library files/playlists/ratings etc. I use iTunes just for purchasing and downloading music. All the other ballast (so to speak) is not significant for me. At least the default folder is changed successfully and I didn't encounter issues or warnings from iTunes when starting up. As far as I can tell, the problem is solved.
