There is no phone support in Argentina, so I believe that is the reason for the 403 error: Contact Apple for support and service
I believe it would be better to try and get a newer phone if possible, as the iPhone 5s is almost 7 years old and does not run the latest version of iOS.
I have just I Phone 5s no more
But I could do it at the beggining not now
