logitech harmony 665 not turning 4th gen appleTv on or off

purchased a new 4th gen Apple TV and synced my harmony 665 remote and it won’t turn the Apple TV on or off, but it will control it once powered on. Prior owned a 2nd gen and had no issues.

Unfortunately, the fourth generation doesn't have simple on/off button functionality. There is only sleep/wake, which I know sounds like it should be the same thing, but it's not. There are a couple different ways to shut AppleTV down by going through the menu. You can press and hold down whatever you have assigned as the Home button on your remote. Or you can also just go into Settings menu, and near the bottom is a Sleep Now option to select.

I already know that the new 4th gen has a sleep mode. My question though has to do with the functionality of my harmony 665 and the apple tv. So when I press the function key that turns on all devices needed to watch apple tv(one my Logitech Harmony 665) they all turn on minus the apple tv. I have to use the apple tv remote to get it to come on. Once it's on the Harmony 665 remote controls the functionality of the Apple tv(ie, selecting apps, Netflix, play, menu, setting etc.). When I want to put it into sleep, the Harmony 665 doesn't put the Apple Tv into sleep. I have to again use the Apple Tv remote. My older Apple TV didn't have this issue. Is this a problem with the newer Apple TV and the Logitech Harmony 665 remote? All I want to know is if it won't work, is this an issue with Apple that they have to correct allowing the newer Apple Tv to function with other devices or is it something I am doing?
