"Olivia from Apple Support - Your iCloud Account Has Been Breached" Scam Calls

Help! My roommate, who doesn't own a single apple product or have an icloud account has received 85 phone calls today, and another 62 phone calls yesterday from UNIQUE phone numbers from across the country with an automated "This is Olivia from Apple Support, calling to inform you your iCloud account has been breached. To speak with a technician, press 1." Pressing one ALWAYS leads to the same-sounding man with an accent. We've tried not answering, answering, saying she don't have an iCloud account, telling him we're calling police, EVERYTHING.

She uses her phone for her job (GM of an ice cream shop) and actually can't turn it off or send all unknown callers to voicemail. She typically receives 10-15 customer/vendor/employee calls a day to run the business, so not answering is out. Her voicemail box is full due to all of these spam calls. And, as I said before, they're all from different phone numbers. She blocks every one that comes in. We tried calling a few numbers back after they went to voicemail, and it's a random person saying they didn't call her, saying their number has been used to call her without their knowledge.

How can we make these stop!?!??! She can't change her number, she's on a do not call list, and she can't just turn her phone off for a few days.
