Two-finger scrolling not working on mail messages in OS X Catalina 10.15.6 but works on other apps

Two-finger scrolling not working reliably on mail messages in OS X Catalina 10.15.6 but works on other apps. I have MacBook Pro 2018. Problem has persisted for a year or more. I've force-quit Mail, rebooted OS X many times. 1-finger and 3-finger gestures work fine. 2-finger scroll does not, almost half the time. This only happens with Mac Mail app.

Does this occur for a different user, e.g., Guest? How to test an issue in another user account on your Mac.

Does this occur after starting up in Safe Mode

Consider the possibility of a third party software conflict.  EtreCheck can be used to investigate what is installed.  You can post the report here. Someone might spot something.

Is there any pattern to the messages that do not work properly? Does it happen that a given message works fine sometimes but others not? Do the offending messages have lots of graphics, html, fancy formatting? What exactly happens when the scrolling isn't working properly? No scrolling at all? Intermittent scrolling? Etc?

Is there any pattern to the messages that do not work properly? Not that I can deduce.

Does it happen that a given message works fine sometimes but others not? Yes. Sometimes it 2-finger scrolls properly, and a few seconds later does not scroll at all; the cursor just does not move, though it moves with 1-finger or 3-finger gestures.

Do the offending messages have lots of graphics, html, fancy formatting? Yes, the current example is an Economist daily newsletter email. Here's a link to a similar one https://view.e.economist.com/?qs=b1ec57ac0310a55be7d40c7c71c3894c5457aae3320b3ac70d767a1c9372b656cb598cda26bf0de92c279d18da3961ea3fa2c26198a06df30dbc34dfec8db9fc0de3dfe3169f5ff2bde131972fda4d77

One clue: I forwarded the email to myself. The forwarded version looks the same, but does not exhibit the problem; scrolling is proper. I suppose I could compare the html (?) code in each email to see the difference, but I have no idea how to.

What exactly happens when the scrolling isn't working properly? No scrolling at all? Intermittent scrolling? Etc? The email scrolls properly sometimes, or the cursor does not move at all.

Interesting. It sounds like the emails are being created/sent in a particular way which somehow bamboozles the Mail program. It could be a deficiency in Mail; it could be that the mail sender is breaking some rules. Maybe someone with knowledge of the inner workings of mail can chime in here. I've never encountered such a problem with any mail I have ever received.
