Cannot open locked notes after updating IOS

I recently updated my iPhone 8 from IOS 12 to 13, I had notes that were locked with a fingerprint and my 4 digit pin. After updating, it requires a password and doesn’t allow the use of my fingerprint. My Apple ID password or pin won’t work.
