windows 10 not detecting external display

I have done bootcamp on Windows 10, and I cannot seem to get it to detect my external display. it is an hdmi display connected through a thunderbolt dock. I have tried using an adaptor, to no avail. I have updated drivers, tried using old ones, reinstalling bootcamp utilities, etc. none of it worked. I cannot get it to output on windows 10. it works fine in MacOS.

MacBook Pro 13″, macOS 10.13

No. The Belkin has it's own HDMI port, which I use on regularly. When the Belkin, which is thunderbolt 2, didn't work in Windows, I attemted to use the VisionTek thunderbolt 2 adaptor without the Belkin, which also did not work. So I would like the connection to go Mac -> Belkin -> Monitor. When that didn't work, I attemted

Mac -> VisionTek -> Monitor.
