control tab is moving the screen focus around from screen object to screen object instead of going to the next tab in Safari. Likewise, shift+control+tab does not switch to the previous tab in Safari.

SOLVED!! The popup cheat sheet you see when holding down the cmd key is wrong for switching Tabs in Safari.
After some Googling, I found a suggestion that works.
cmd+shift+right-arrow to next Tab
cmd+shift+left-arrow to previous Tab

Holding down the cmd key in Safari shows it DOES WORK, or is supposed to.
