That's right. Functionality is still there in iOS 14, but the controls buttons are gone. If you had enabled it in 13, then you can't shut it off in 14, but it still works. If you hadn't enabled in 13, then you can't in 14.
Doing a factory reset will not restore the ability to capture photos outside of the frame unfortunately, even though I had it turned on I iOS 13.
That function was not returned in IOS 14.3, so still out of luck.
That only works in IOS 13
Very disappointed also, I was on a chat with Apple help last night and the advisor didn’t know this feature had been removed. I was just told to update to iOS 14.1, so I updated last night and checked this morning but I still doesn’t support the feature. I used this a lot and hope it returns ASAP
No luck on the latest IOS 14 update,
Please everyone submit a request to apple
I was trying to shut it off. It had been working since I enabled it in iOS 13. Once I did a Reset All Settings, it is back to normal.
Support staff at apple are not aware or able to do anything, and there is no way to downgrade from IOS 14 as apple has quit writing all support for iOS 13.7. It was suggested to but a new or used phone running iOS 13, not an option in my opinion.
I did get an email address to send in feedback to apple. If enough people do it maybe they will add the Capture the photos outside the frame back.

It seems like they removed this helpful option and I don’t know why.
I was on the phone with support for over an hour and got nowhere. The support folks haven't a clue that this feature has been removed.
Do you have to factory reset? Have checked the 14.2 update and don’t see anything about being able to use the capture photos outside the frame, just view outside the frame.
I’m really annoyed about this. I brought my phone mainly because I could use the outside the frame feature - I’m keen on photography. It has now been removed. Furthermore the photos I wished to edit with this feature have lost this detail. I feel cheated. There was no indication this functionality would go with my acceptance of the iOS 14 update.
Totally add agree. Could not be more disappointed with iOS 14. Every day I find a feature I like less. My reminders will not sync across my devices now. I honestly do not understand how this happens. Do they not do any testing at all?
The ability to capture outside the frame with every shot was one of my favorite features on my iPhone 11 Pro Max. It let me go back and edit photos to include more of the background.
Having upgraded to iPhone 12 Pro Max, I am very disappointed and frustrated to find this feature is gone, and I'm seriously considering returning the phone and switching to a phone with iOS 13. Please bring back the ability to capture outside the frame!
Agreed! They need to add back the capture outside the frame feature. I'm so frustrated with Apple for removing one of the best features of the iPhone 11 Pro Max camera app. Give us back the feature in an iOS 14 Update!
I really wanted the photos capture outside the frame feature. With iOS 14 it was turned off automatically. Too many calls to Apple support and other chats have still not figured out how to enable it again. The option is just not there on camera settings
