Target Display Mode doesn't seem to work using thunderbolt connector

I tried to use my iMac as a monitor for my Macbook Pro but doesn't seem to work when I connect them using thunderbalt connector. Any smart way to solve this issue?

Also I don't see arrangement tab under Display where you arrange multiple display screen.

Where do I go to find the alternative tab?

It won't work, the MBP must be running 10.13.6 or earlier. IMHO just buy an external display for the MBP, you will save money by not buying expensive cabling and external displays have come way down in price and it will just work. iMacs were never intended to be external displays for other device and from what I have witnessed it's problematic and simply not worth the trouble even if you downgraded the MBP which would be foolish.
