How do I fix this issue, my best photos ended up blank and had this error
iPhone 11 Pro, iOS 14
I was having this same issue and I finally figured out how to fix it! Close out the photos app, go to settings, Apple ID, iCloud, photos, and change “optimize iPhone storage” to “download and keep originals”. Make sure there is a check mark next to “download and keep originals”. Close out of all your apps and restart your phone. Once your phone is back on, turn on airplane mode for 10 seconds then turn it back off. Open photos and click on the photo or video that wasn’t loading and it should be downloaded now!
I believe this only works with people who have their picture on icloud. This does not solve my issue
I have update the ios to 14.4.1 but it doesn't seem to have changed anything for me. it is weird because if I go on Icloud online I can see all the pictures but not on my iphone8.
Its all good now! For some reason they all randomly loaded up , very weird.

Having the same issue. Not using iCloud, tried duplicating, favorite on and off, importing into iMovie all do not work. Something seriously screwed with iOS 14.

In order to get this done all you need to do is:
Go t settings->icloud->photos->choose “Download and Keep Originals” instead of “Optimize iPhone Storage”
Wait a few seconds and all of your photos will be back.

Simple Restart fixes the issue!
A simple restart also worked for me on my iPhone 11 with the latest update. Thanks to the last responder for the suggestion! I must remember to try that first when I encounter an issue.
