Try running the Apple Diagnostics.
Run Disk Utility First Aid on the SSD. Even bettery run First Aid on the "Container" as well. To see the "Container" within Disk Utility you will first need to click on "View" within Disk Utility and selecting "Show All Devices" before the physical SSD and the "Container" will appear on the left pane of Disk Utility. Even if First Aid reports everything as "Ok" make sure to click on "Details" and examine the details for any unfixed errors. If there are unfixed errors, then those unfixed errors may be causing the problem. The only way to fix the file system is to back everything up and erase the whole physical SSD before restoring from a backup.
Try booting into Safe Mode. If Safe Mode works, then you most likely have a software issue. Run EtreCheck and post the report here using the "Additional Text" icon which looks like a piece of paper.
If you still have issues try creating a new user account and logging into the new user account to see how it works. If a different user works, then you have a preference file issue with your normal user account.
