I have HomePod intercom working with 14.2 update and my devices and my sons devices are getting the intercom notification but my wife’s phone is not. Receive Notifications When is set to never and is unable to be changed. Settings for my wife’s phone are the same as mine and my sons iPad. We are in a family sharing but they should not effect it.

Try enabling location services for the home app on your iOS device. Go to Settings, then Privacy, then Location Services, then Home, and set to "While Using the App". This should enable you to set a location for intercom notifications in the Home app.

thanks, it worked for me, I spoke with Apple customer service and they did not know how to solve it, they wanted me to reset everything and nothing worked, they should read these forums more

It's possible that I'm not getting messages because I'm the one who's sending them. Trying to update some other iOS devices in my home now.
Still don't understand why "never" is the only option I can select, though. Oddly, my HomePod is also set to "never" and yet it does receive the intercom messages.
