Health App keeps lowering volume of BT speaker and earbuds to 50%

Since the latest update, my iPhone keeps on lowering volume when listening to musing both with bluetooth earbuds and speakers. I get a notification telling me I've exceeded the limit and that volume has been reduced. The health app tells me that this cannot be disabled. Is this really a "feature" that cannot be turned off? I'm frustrated beyond belief.

I just did the steps and it worked, got them from Apple , turned off in Settings, you can prevent changes to the maximum headphone volume. Go to Settings > Screen Time > Content & Privacy Restrictions > Reduce Loud Sounds, then select Don’t Allow.

Make sure screen time is active and then follow the steps
