Permanently deleted photos from iCloud.

I recently had to system restore a work iPhone that was linked to my personal devices and iMac. As a result when it deleted my photos that had automatically downloaded to all my devices including my work phone it deleted all photos from all of my devices including iCloud. I had over 10 years worth of photos and videos stored in iCloud, memories very important to me. However when I tried to restore from backups in iCloud they have all vanished. It is still within the 30 day period for restore, but I can’t see the files anywhere. How do I restore my photos from historical backups, and isn’t this exactly why we have iCloud for disaster recovery and storage? Someone please help!!!!!

If you go to www.icloud.com and to the Photos app, check in the Recently Deleted folder.
