I keep disabling optimized battery charging and it won’t stay off. I randomly go over to battery health now in the setting to check if it’s back on. Why did I even update to IOS 14?

Great not a direct answer but it worked. Turning off significant locations breaks optimised charging!

14.3 seems to have resolved the "optimized battery charging keeps turning back on" problem for me. Five nights in a row now, it's stayed off, as I had selected.
I can confirm that it has now been several days since the optimized battery charging toggle has turned itself back on. I am also able to restart my phone and the optimized battery charging toggle will remain off.
I've been trying to find where I read this for days, but I read somewhere that you need at least 5 consecutive days of turning the toggle back off without a device restart in order for the machine learning to stick with your chosen preference.
Hopefully this post will help others.
Me too! I updated to 14.3 about Dec, 15 and it has resolved the "optimized battery tuning back on" issue for me too.
If Optimized Battery Charging doesn't activate
Optimized charging is designed to engage only in locations where you spend the most time, such as your home and place of work. The feature doesn't engage when your usage habits are more variable, such as when you travel. Because of this, some location settings must be enabled for Optimized Battery Charging to activate. None of the location information used for this feature is sent to Apple.

I’m having the same issue, I’m not sure what the location have to do with this feature keep turning back on. It ask if you want it turned off until tomorrow or turned off I selected to turn off and every other day it’s coming back on every night very irritating
And the answer is no it did not work, optimized battery charging turned back on after restarting iPhone.
This seems almost like what they got caught doing last time when they slowed down people’s phones. I first noticed the problem when my battery life went to crap after the last update and figured out that it was back to normal with optimized battery charging turned off.
Now if I can just figure out why my browser is lagging since that same update.
seri, my iPhone will turn this feature back on multiple times a day now. When this feature first came out I selected Turn Off and never had to deal with it until within the last week or so. Apple please fix this.
I can also confirm that I am experiencing this highly irritating problem. I thought at first there was a separate on/off value for low power mode versus "regular" mode — meaning I thought that Apple made it so that you now have to set an on/off value for when you are both charging regularly, and when you are charging in low power mode.
However, I can confirm that this is not the case as I have toggled to OFF in either mode, and the problem still persists as of this post.
Please fix ASAP, Apple. Now that Santaownsyou mentions it, this does seem a little bit suspicious.
