Says not enough icloud storage when there absolutely is!

Here's my issue. I have an iphone 11with nearly 30 GB of available storage and an iCloud account with 43mb used out of 2TB. Any time I have photos or videos on my device, they won't push to the cloud and I get a notification saying iCloud storage full. To top it all off, when I use iTunes to back up my phone (iCloud backup selected) I get an error saying that the device cannot be backed up. What the heck is going on?!
