Customize Touch Bar for Safari

I'm trying to change the Touch Bar on Safari to show the expanded control strip, but it will only show the F1-F12 keys. When I try to "Customize Touch Bar" from the "View" menu option in Safari when I have my Touch Bar settings to "Expanded Control Strip", the option is grayed out.


If I change my "Touch Bar shows" to "App Control" instead of "Expanded Control App", which I don't want, the option to Customize Touch Bar on Safari is useable, but the Touch Bar is still the F1-F12 keys no matter what. I just want to be able click to change volume (not use the slider) and to fast forward on Youtube without having to hold Fn. Is there another setting I need to change to get that option?
