No. Mine is actually an RCA TV that is 4K.
I don't think you can even buy a TV that is not 4K.
iCloud syncs my videos and photos to all of my devices. I also use an Apple TV 4K.

You're missing the basic concept here.
HDMI can also do 3840 X 2160. It's the signal I get on my TV.
An iPhone is not a 4K display. It is a waste for time to send that display size to a 4K monitor unless it can upsample.
