Everytime I start up, log in, wake from sleep, etc. I have to open display preferences to adjust the size of the screen so that I can see it in its entirety (see screenshot). The display prefs are not being saved at shutdown. Also, the screen size adjustment slider doesn't always appear as an option (see preferences in screenshot).

I have connected my Mac Mini M1 to an LG 48CX and BigSur tells me that I have a 72 "screen ..... also, if I select resolution" scaled "to 2560x1440 in the system report it tells me that my monitor / TV is 5K and the "gui resolution " is 2560x1440. all of this. its a software bug?
Addendum: The display issue continues, but with improvements after the latest Big Sur update (11.2.2). While the display still needs the occasional touch-up after the system fails to return it to the correct fitting, the overscan/underscan slider bar now appears reliably in the Display settings of the System Preferences.
I am happy to say that the technicians at Apple have fixed this issue with the latest Big Sur update (11.2.3). The Desktop fits perfectly on my HDTV every start up, return from sleep/screensaver, etc. I only have to make sure the HDTV is set to view @ full pixel (your setting may be different on your televison).
I also had this on my Mini M1. I decided to enrol my Mac into the Public beta, as I also have a lot of other issues with my new Mac M1. With latest Public beta, this issue you described disappeared.
According to Apple Support, this issue (bug) will be addressed in a future update. (Currently using Big Sur, or MacOS 11.1) I will post my results here when the next update becomes available.

I thought I was replying to skkyup's Jan. 11 suggestions but my post didn't show up in the right place.
I recently upgraded on 11.2.2. I'm on an m1, with a 32 in monitor. The zoom issue still exists...
