New issue on Big Sur 11.1 -- my open and save dialog boxes "revert" to the original size.
I've tried many applications, I've done PRAM and SMC resets, I've relaunched Finder, I've resized the screen (default > scaled), yet... it remains the default, small size (which is irritating).
This is new in 11.1 - 11.01 and 10.x never had this issue.

I had same issue here (iMac 27' 2019) with BigSur 11.1 and fixed it by reseting Finder preferences.
To do that:
From your Finder "Go" menu > "Go to folder" and enter
~/Library/Preferences/com.apple.finder.plist
Click Go.
Delete the plist file.
Then, restart.
I did it yesterday and it's been fixed. Let's see if the issue will come back.
It appears fixed for me with the 11.2 update today. I'm using Dark Mode.
Yep, I confirm it too, it is fixed on 11.2 Big Sur.

Yes it is absolutly solved in 11.2. Working with that one, and it IS solved. Just rezize, it is remebered.
Workaround Solution: I would recommend installing free spectacle and create a shortcut (for example cmd+u?) for the way you want the window. When the dialog box appear just hit the shortcut and it's resized. For example have it in full size or in half size to left or right. If you are pro user you should always use this to easily align your documents&programs.
I'm still getting this bug, albeit now somewaht altered in 11.2.2. The save As or Export dialogue comes up with the right (remembered) window size but with the content embedded in a small (the former default size) corner of the window and I STILL NEED TO CLICK ON A CORNER TO GET IT TO THE COME BACK RIGHT SIZE! Below is the whole window that opens (the grey areas are part of the window but the window's content is all in the lower left corner....)
A workaround is to resize the entire dialog box a bit, and THEN you can adjust the column width so you can at least see the folder names.

Looks like this was fixed finally in the latest update.
Apple product teams do not participate in these public support communities and any communication with the macOS product team is done through a formal, direct feedback process. Since you have listed issues, time for you to submit feedback so the product team becomes aware of these.
The Library issue did not exist with macOS 11.0/11.0.1 but began with 11.1. And, others have reported that third-party applications that use Apple's library in their Cocoa-based applications also have these NSPanel issues too.
