My iphone 12 mini won't flip to landscape when doing messages even though Portrait Orientation Lock is Off.

It looks like you have already made sure the Orientation Lock is not enabled, which is a great first step. Since it is still not working, the next thing we recommend is making sure Display Zoom is not enabled. You can do this by going to Settings > Display and Brightness > Display Zoom. If the toggle is on, turn it off. Then, open Messages and see if landscape works.

This did solve my problem, although it's annoying that I can't have Zoom Display and landscape mode at the same time. My old eyes definitely prefer Zoom Display, so I guess I will have to decide which I chose since I apparently can't have both.
BTW - Interesting that Apple Support didn't know this when I talked to them. They were going to have me reinstall IOS 14.3, which presumably wouldn't have fixed it anyway. I'm glad I hadn't done so yet.... :-)
