Locked out of Icloud because of new number

I'm desperately seeking a solution for my college-age son who is freaking out over not being able to log into his iCloud account because he no longer has his original phone number which is the recovery number on the account. Apple keeps sending verification codes to that old number. Is there any way to add a recovery email or another trusted device or family member's number? He's been told it could take up to 30 days to fix.

He's freaking out because all of his group work and contacts are on his phone (why you may ask?? who knows!).

Has this ever happened to anyone?
