my i phone 7 screen is frozen, will not respond to any commands, a phone number comes up 1-801-695-**** and some guys comes on line then hangs up, is it possible to turn off the i phone another way

Did you try all of the steps from the article that brought you here? If so, and they didn't help, then the next step would be to contact Apple Support directly. You can do so, by selecting the "Get Support" link in the upper right-hand side of this forum's web page.
I literally just had this problem one minute ago. I fixed it somehow. So I restarted my iPhone by holding down the power button and waited patiently and it came back a 4%
