when I try to download a app it keeps trying to get me to update my billing information or asking for a billing verification and it’s a free app how do I fix it

You may have a pending charge from a previus purchase that needs to be paid.
If your payment method is declined in the App Store or iTunes Store - Apple Support
Check your purchase history and see if there is a pending charge, and make sure you have enough money on the card you are trying to add to cover that.
