Pop up window scrolling issue on iPhone

I was recently doing an application for a PPP loan and on the last page a window popped up asking me to edit some information. I did so, but the "Save and Submit" button was masked my the navigation bar and I can't scroll down. When I turn my phone sideways and then back to vertical I can see the button, but when I push it the nav bar pops up and covers it up again. NONE of the tricks I have found here like two-finger scrolling, disabling JAVA, playing with zoom works at all. I am seeing posts about this going back to 2010 and it is unbeleivable to me that it is still an issue. Get your **** together Apple. I spent a lot of time on this application and now I can't submit it.

We see that you're unable to submit an application on your iPhone. Are you experiencing this issue while using a web browser or an app? If it's with a web browser, we suggest testing in a different browser. If it's happening in an app, do you experience similar issues in other apps on the device? If not, we recommend reaching out to the app's developer. How to contact an app developer
