Can i recover my old pics that werent saved on my old device? Beacuse old phone got broken totally and my pictures werent saved but i have the iCloud account. thanks!

I am a bit confused...

Is your old phone sync to the cloud? One way to find out is if you will be able to find those old pictures when you log-in your Apple account on icloud.com.
