Is there always tape in the box to tape the box back up to ship it back when you get a replacement?

Any time Apple has sent me a box for returning a device, it came with tape, but somebody could have failed to include it in yours. The pieces of plastic tape usually come on a carrier like a sticker does. Sometimes it is printed with stripes.

The one time I had to ship something to Apple it came with no tape. I just used regular package tape.
I got a replacement IPad and need to mail the old one back, the instructions say to tape the box back with the tape that is in the box. I did not get any tape or I just don’t know what it look like
