Two Things:

A. Try a Restore:

Do you have a backup of your iPhone prior to all of this? If so, then restore from the backup. If not, then know to always backup your iPhone, prior to making any major changes to is, and to avoid issues like this.

B. Report this as a Bug to Apple:

1. Go Here: Feedback - iPhone - Apple
2. Select: "Bug Report" for the "Feedback Type"
3. Comment: on when you came across this issue, and how you have troubleshot it thus far. Include a link to this thread for reference(https://discussions.apple.com/thread/252715029)
4. Proceed from there as necessary
