Troubleshooting this:
There is debris beneath your iPhone's iSight camera. So, get it out. To do so, take it to Apple. Start by contacting them.
Apple Phone Support:
Screensharing with the Apple Rep
Apple needs to show this for themselves. So, screenshare the screen of your iPhone and then open the Photos app. By screensharing the Apple Rep will see this firsthand from your perspective.

Phone calls are taking a bit to go through at the moment, due to lots of calls. And, that makes sense because with the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple Support. So, just stay on the line, and you will get through :)
