Why are there no images from Photos to choose when modifying Profile Pictures?

After Restoring Contacts from iCloud to Mac, Profile Photos are Missing Hello, When I go to icloud.com, all of my contacts are 100% accurate and each one has a profile picture. They also look perfect on my iPhone and iPad. My 2009 Mac running High Sierra has all the correct information for each contact, but out of 181 contacts, only 7 profile photos are showing up. I've restored my contacts to all of my devices through icloud.com and I've tried unchecking the contacts box in my Mac iCloud preferences to clear my address book, then rechecking the box to populate it again. Nothing works...still only 7 out of 181 profile pics show-up.

Having problems inserting photos into apps. Community - I'm having problems inserting photos in to apps. In particular (this morning) as a profile pic for a contact in Contacts. But, generally also into emails in the Mail app. The first issue is that it seems like we are only allowed to insert images from the Photos app. I would like to be able to be able to upload an image from any image type file (jpg png, etc) in any folder on my mac, or even from a flash-drive. The second, and more critical problem, is that when I try to upload from the Photos app., I have been unable to locate the image I want. 1) There seems to be no logical rhyme or reason to where photos are located; 2) The window we have to search in is so small it is difficult to use; and, more frustrating is that the Table of Contents (or Photos window) I am given to search from in the Mail or Contacts app does not seem to correspond with the Table of Contents I get when I open my Photos app. I took a screen shot of those table of contents next to each other to illustrate. Hopefully you can see that they are not the same, not even the Albums are the same. Note: When I inserted the image below, I had the ability to chose it from any file in any folder on my computer, which is what I like. But even more strange is that I was not given the option to select an image from Photos. See, image below. And thank you in advance for your time. [Re-Titled by Moderator]

Contacts photos not showing on my Mac. For some reason the photographs are not showing in my contacts. When I upload a photo it shows briefly and then disappears. Any ideas or suggestions? I posted this question earlier this morning but I can't find it. So far no answers - so here's hoping. I am using High Sierra 10.13.6 on my desktop.

Open photos preferences, and click the button I've circled here.

on't you see this screen when you click on the picture in either System Preferences > Apple Id or in the Contacts app? Photos is part of the list of pictures you can select:

Because my internal hard drive was low on space, I moved the Photos Library file to an external drive. Photos.app sees the new location but other apps cannot find the file. This is the challenge. I tried an alias but that did not work. Any suggestions?
