Missing transit cards from Apple wallet after replacing iPhone

My iPhone was damaged by water and the screen no longer illuminates so I am unable to log into my iPhone. I purchased a new iPhone, restored from backup and updated my wallet with all the existing cards but my BART Clipper card was absent. I found a similar question asked here: Missing transit cards from Apple wallet - Apple Community however it states that:


"If you sign out of iCloud or turn off Face ID, Touch ID, or your passcode on your iPhone or Apple Watch, all credit, debit, and transit cards are removed from that device. When you remove a transit card from any device, the remaining balance will be stored and available to be transferred to the same or another iPhone or Apple Watch that is connected to a network and signed into iCloud with the same Apple ID."

Because my old iPhone is damaged and I am unable to log into the device I can't remove the transit card from the device. Is there another way that I can remove the transit card from my old iPhone so I can add it to my new iPhone?
