Unable to create an account on my MacBook Pro

Requesting a full reboot of my new Mac Pro. I already did a full restore to factory settings and am unable to creat an account. My user and password works with my all other apple and windows products. However this new laptop pro has hardware issue

I have a new laptop pro. Conducted a full reboot to factory settings on there occasions. Each time I get to the account name set up it lags and I get an error
