sim not supported

my sister in US gave me an IPhone 7, the problem is that when i inserted a 5g sim card we are using here in the Philippines, it says that the the sim card is from a carrier which is not supported by the activation server, and ask me to insert another sim card from a supported carrier or request that this iPhone be unlocked by the carrier. My problem is how to do that?

they ask me to contact Apple for more information regarding this, but thank you for your reply, i really appreciate it... just want to ask how can my sister find who the phone is locked so she can ask it to be unlocked? but, before she send it to me, my sister told me that this phone is already unlocked, how come that the sim card i installed is not supported if it's unlocked?
