Deleted iCloud contacts keep coming back on iCloud

I had synced contacts with iPhone 11 through iCloud. When many contacts were suddenly duplicated on all devices, I tried to delete them to clean up the mess. Deleted all contacts in iphone and iCloud . The contacts in iCloud keep reappearing right after deleting them. I have signed out of iCloud on the pc, and turned off syncing on the iPhone, but I cannot get rid of the 49 contacts in iCloud that come back no matter what I do. I also tried to delete it one by one, but it keeps coming back. please help
