You do not have permission to open Safari etc.
I've migrated my older MacBook Pro to the new M1 chip model. I'm getting the "You don't have permission to open Safari." What do I need to do to correct this?

The Migration was Everything including Applications ?? What version of macOS was used in the Source computer? It might be possible it Migrated and incompatible versions of Safari to run on the M1 Chip if it originated from an Intel CPU even if running Big Sur.
Do a Reinstall via Recovery Mode specific for M1 Chip. It should only overwrite the corrupted or missing elements of the OS without touching anything else.
Du Diligence Before attempting - have a very recent Time Machine Backup and if possible a Bootable Clone to separate external Drive as insurance
