Both Bluetooth and WiFi are required for many functions here, if you meet the tech specs:
Use Continuity to connect your Mac, iPhone, iPad, iPod touch ...
System requirements for Continuity on Mac, iPhone, iPad ...
If you hold the Shift Option keys when you click the the BT icon in the upper right menu bar, you will see options to reset BT module on the fly.... and try again. Proceed with the alternate options if necessary or available and see if it their is a resolve.
