Desktop Folders Misbehaving

I've had multiple issues after two failed attempts to back up my Mac using Seagate and Time Machine. The most recent being my desktop folders rearranging when I saved a photoshop PDF to desktop. I am no longer able to move folders into custom order. When I attempt to move a folder it snaps back. I've read everything I can find on forums and have not found a solution. The issue remains in safe boot.
