My macbook air is completely dead. I believe it is the battery, as it won't fully charge. It won't turn on no matter how many ways I try. Can I restore my Seagate external backup for mac onto a new one without using the old computer?

Can I restore a Seagate external backup for MAC onto a new Macbook Air? My old one has completely died, and I don't want to repair it as it is pretty old.

A backup can usually be restored, yes. If the version of macOS involved is old, the usual path is to use Setup Assistant or Migration Assistant from the newly-installed macOS, and that then migrates your old content from your backup into the new Mac.
