Yes, I did read your [brief] notes - and nowhere have you indicated how your WiFi network is actually configured. As a starting point, ensuring that your WiFi network is optimally configured provides a baseline from which to work.
Common sense? Nothing here can be taken for granted; checking is always worthwhile.
If you are certain that your WiFi Router/Network has been configured per the support document to which I have provided a link, you should reset your iPad network settings:
Settings > General > Reset > Reset Network Settings
Are you seeing the same performance issues for both 2.4GHz and 5GHz networks? If your WiFi Router is using the same SSID (Network Name) for both WiFi bands, you should try configuring different SSIDs for each band - and then repeat performance measurements independently for each band.

2.4 GHz and 5GHz having different name
and I have never tried on 2.4 GHz yet because it is definitely slower than 5 GHz

Reset your iPad network settings - then repeat the test. Ensure that only a single device is using your WiFi connection when testing; WiFi is a contended network medium.
