My son has $30 credit on his account (He's part of our family account & I'm the organizer) He tried to gift me an app and instead of using the credit he had it immediately charged my credit card. Apple refunded after I reached out to them, so all good there.

How does my son gift an app or make a purchase by using his credit first instead of my CC being charged?

For gifts, he can't. Otherwise, he buys them normally.
