Can't use volume control for a USB-C to HDMI connection using a Macbook Air running Big Sur 11.5.2.

On macOS, the volume control is disabled for digital audio outputs, such as HDMI or S/PDIF. This is to deliver optimal quality bit-perfect audio.

Generally, the only solution is to use the volume control on your TV / AVR / speakers.

As stated, if the app you are using to view or listen to audio on the display has a volume control, that is the only way the Mac can control it. The volume cannot be controlled via any macOS system controls. That is the way it has always been.

Generally, the only way you can control audio levels with an HDMI device is either on the device itself or when available, an audio level adjustment from within an app.
