Apple Pencil / Notability Glitch

Can anyone tell me exactly what is going on with my Apple Pencil and Notability in this video? I'm using the iPad Air 3 and the compatible Apple Pencil.

I can't seem to pinpoint exactly what is causing this effect. I have replaced the Apple Pencil (both the tip and the entire Pencil itself), turned on "Palm Detection" and "Left-handed mode", tried while charging and not charging, tried rotating my iPad 180 degrees so I am on the other side of the screen, tried keeping my writing hand completely off the screen at all times. Nothing fixes it. I can reset the iPad, which usually solves the issue for a couple days (a week if I'm lucky), but the issue comes back without fail. I do not have the money to replace either product anymore, and I don't know what else to try.
