Perhaps return it to the storage management, maybe they can contact the owner. It is of no use to you. You will not be able to get past Activation Lock. See: Activation Lock for iPhone, iPad, and iPod touch: https://support.apple.com/en-us/HT201365
Unless you can find the owner's information on the iPod, or with the storage unit, you won't. Apple can't help you, they don't know who now legally owns the iPod, even if they once did.
Are you retuning every single thing you found in the storage unit to its owner, or was the iPod just sitting there all on its own - and probably very lonely?
I think you need to cut your losses (the charger you bought) and send the iPod for recycling.
Was by itself no charger or nothing I bought a charger and it is almost brand new
