According to my unofficial research, 'Myanmar/Burmese language' Fonts are represented in macOS11.x.
And these may vary by region; the font book is user accessible. (Asia page shows Myanmar fonts.)

Should there be a 'keyboard preference' setting so Keyboard Viewer shows
more options? At least on my older Macs that was the case. Wonder if some
settings need changed in theirs, & expose more features. More input sources.

I don't understand what you are talking about. Apple has provided 2 Unicode Burmese/myanmar keyboards for years already. To see which key does what, use Keyboard viewer

Your shift key does not do anything. Is it broken on all keyboards or just for Myanmar? Is it broken on all apps? Your keyboard viewer should look like mine below, which shows the shift key chraracters

Why exactly do you think this? It should be on the r key of the Myanmar Qwerty layout ရ and on Shift 7 of the Myanmar layout ရ

I don't understand what you are referring to. Of course the English and Myanmar layouts are different. English shift 7 produces &. Apple Myanmar shift 7 should produce ရ. What does it produce on your machine?

Can you please verify for me that when you use the Myanmar or Myanmar Qwerty input sources which Apple provides and use the Unicode fonts that Apple provides, that you do see all the characters, including ရ? I see them all, and I have not heard about anyone else who does not.
PS I apologize. I just now realized that you are using a Japanese JIS keyboard, which much different than the ANSI and ISO keyboards used in the US and Europe.
It appears that the JIS version of Apple's Myanmar input source is in fact broken and does not have ရ (and maybe other stuff?)
In order to make it work, you would have to create a custom keyboard with

But Apple's Myanmar Qwerty JIS version does have ရ on the r key. Whether it is missing something else I don't know.

Myanmar Qwerty isn't familiar with me so I don't usually use it.Plus Shift 7 is not ' on both Myanmar layout and english one.

The shift key does work so well .
It doesn't just produce the ရ alphabet.
I know I might sound so weird but my macbook does more :)
Please test the Myanmar QWERTY layout to see if it works correctly.
have you installed any non Apple Myanmar fonts, like zawgyi?
