Not able to add Driver’s License

I have an iPhone 13 and am currently running iOS 15.1. I live in the United States and reside in the state of Georgia (one of the first states to accept MDLs). There are article’s everywhere including from apple (https://www.apple.com/newsroom/2021/09/apple-announces-first-states-to-adopt-drivers-licenses-and-state-ids-in-wallet/), that give step by step directions on how to add a driver’s license to the wallet app. However, when I navigate to wallet and hit the plus symbol I only have the option for payment cards and transit cards. How do I get my driver’s license in the wallet app without that option?

FYI- in the selections for which device this is about on this topic I chose the iPhone 12 Pro since the 13 is not even an option.
